After graduating with honors in 1983 from Frunze Polytechnic Institute (FPI) with a degree in Automation of Production Processes and qualified as an electrical engineer, he was left to work at the Department of Automation and Complex Mechanization of Mechanical Engineering (AKM) as an engineer of the department. From 1984 to 1986 he passed a scientific internship at the Moscow Higher Technical School named after N.E. Bauman (Moscow State Technical University Moscow) at the departments of "Metal-cutting machines" and "Electronic Engineering", from 1986 to 1989 he studied in full-time targeted postgraduate studies at the department of MT-11 ("Electronic Engineering") Bauman Moscow State Technical University, in 1990 he defended his PhD thesis there on the topic "Automation of the processes of removing a defective layer of complex surfaces of parts by selective discharge in vacuum". Since 1990, he worked at the FPI at the department of "Metal-cutting Tools" as a teacher, senior lecturer, then he was transferred to the Karakul Evening Faculty (g. Karakul) associate professor, head of the Department of Mechanical Engineering. From 1991 to 1995 he worked as the dean of this faculty. From 1995 to 1999, he worked in the Ministry of Education, Science and Culture in the positions of Deputy Head of the State Inspectorate for Licensing and Certification of Educational Institutions, Director of the National Testing Center, specialist of the Education Sector Development project of the Asian Development Bank. From 1999 to 2011 He worked as Deputy Director of the Institute for the Integration of International Educational Programs of the Kyrgyz National University (IIMOP KNU) and in the Asian Development Bank project "Reforming and Modernizing Tax Administration in the Kyrgyz Republic" at the State Tax Service, as a local consultant. In 2011, he joined the I.Razzakov KSTU as an adviser to the rector, from 2012 to 2014 he worked as the head of the Department of Mechanical Engineering Technology, from 2014 to September 2017 — Vice-rector for Academic Affairs and since 2017. professor of the Department of "Engineering Technology".
Working as a teacher, head of the department, dean of the faculty, vice-rector for Academic Affairs, he conducted educational, scientific, organizational activities at the level of the department, faculty, university. He was a member of many working groups on the development of legal documentation in the field of education. He supervised the organization of the activities of the national testing service and the work on the development of regulatory documentation for licensing educational institutions. Led the implementation of several educational projects in the field of distance learning.
His research interests are related to the automation of technological processes in mechanical engineering, with research in the field of the introduction of distance learning technologies.
In 2017, by the decision of the Academic Council of I.Razzakov KSTU, the title of "Professor of I.Razzakov KSTU" was awarded, more than 25 scientific and methodological works were published, among which there are methodological manuals: "Theory of automatic control" with a volume of 4 printed sheets, "Fundamentals of mechanical engineering technology" — 4.3 printed sheets co—authored with Omuraliev U.K., Tutlis V.P., "Technological quality assurance of products in mechanical engineering" - 19 printed sheets co-authored with Samsonov V.A., Sopoev M.K.
He has completed internships in more than 10 foreign universities and organizations.
